To solve this, don't project the circles on the surface and use the "Wrap" feature and set the "Wrap Parameters" to "Deboss" to cut through the model. But since original feature can not be fully defined (in SW you can't put dimensions on curved surface), it remains at the same plane and doesn't follow curvature completely.
